The amendment does not result in a fiscal impact to the state or municipalities and does not alter the fiscal impact of the underlying bill. The amendment makes various changes to the definitions section of the underlying bill, including (1) adding a definition of “health record” and (2) adding occupational therapist and physical therapist, and eliminating psychiatrist to/from the list of providers. In addition, the amendment requires each telehealth provider to provide a record of the transaction between the provider and patient to the patient and the patient's primary care provider if any, irrespective of whether or not the patient requested the record. Lastly, the amendment eliminates the prohibition on prior authorization for telehealth services.
