Explanation

The amendment strikes the underlying bill and its associated fiscal impact. The amendment makes the changes whose fiscal impacts are described below by section.

Section 31 prohibits the use of latex gloves at certain retail food establishments. It imposes a fine of between $250 and $500 for any establishment that violates the prohibition on latex gloves.

The amendment does not specify how the prohibition will be enforced or whether the state or municipalities will collect revenue gained from the fine. It is anticipated that municipalities would enforce this provision and collect any resulting revenue. Any revenue gain to municipalities resulting from this amendment is anticipated to be minimal.

Section 32 requires the Department of Education (DOE), in consultation with the Department of Public Health (DPH) to study the potential advantages of licensing board certified behavior analysts and assistant behavior analyst and their inclusion in school special education and planning and placement team. This is not anticipated to result in a fiscal impact as both DOE and DPH has expertise in these area.

Section 33 requires the Department of Public Health (DPH) to study issues concerning food-borne disease outbreaks and has no fiscal impact as DPH has expertise in this area.

Section 34 creates a taskforces to study childhood nutrition and Section 35 creates a taskforces to study rare diseases. There may be a cost of less than $1,000 in FY 16 and in FY 17 to those agencies participating in the taskforces to reimburse taskforce members and agency staff for mileage expenses.

Section 52 requires the Department of Children and Families to conduct periodic trainings on youth suicide prevention at no cost to the trainee, within available appropriations. Organizations that conduct such trainings charge approximately $135 per participant. If the agency holds trainings for 100 individuals per quarter, the annual cost will be approximately $54,000. It should be noted that the amendment requires that the training be provided within available appropriations. It does not appear that this mandates that the agency perform the activity regardless of available funding, therefore the cost described above is potential.

The amendment also makes various technical and clarifying changes which have no fiscal impact.
