Explanation

The amendment deletes school-based health centers, community health centers, not-for-profit outpatient clinics and federally qualified health centers from those facilities that are not required to have a certificate of need (CON) and adds these types of facilities to the definition of health care facility. Since these additional facilities would now require a CON when applicable, there may be additional staff required by the Department of Public Health to process applications depending on the increased level of CONs resulting from the amendment.
