The amendment requires all home health aides to submit to both a state and national criminal history background check and pay the cost of such checks.1
The Department of Emergency Services and Public Protection (DESPP) performs approximately 100,000 national criminal history background checks annually for various licensing and employment purposes. There are estimated to be approximately 15,000 home health aides in Connecticut. The additional checks required under this bill are anticipated to require as much as $75,000 of overtime to perform.

1 The Federal Bureau of Investigation charges approximately $14.75 to perform a national criminal history record check. The fee for a DESPP state criminal history record check is $50.
