The amendment limits to five years the provisions that (1) narrow the circumstances in which the affordable housing land use appeals procedure is available to developers and (2) allow municipalities to qualify for four year exemption (i.e. moratorium) through modifications of the Housing Unit Equivalent (HUE) points. This limits the potential savings to municipalities to the years in which the provisions are in effect.
