Explanation

The amendment results in a cost to the Judicial Department and the Division of Criminal Justice. It requires the Judicial Department to establish a pilot program in specified geographical area and judicial district courts. It requires the state's attorneys to screen, track and refer persons who are arrested who are homeless, drug addicted, or mentally ill for intensive assistance. It is anticipated that the Judical Department and Division of Criminal Justice will require additional staff and funds for training to comply with provisions of this amendment.
