Explanation

The amendment strikes the underlying bill and eliminates the associated cost to the constituent units of higher education and Comptroller's fringe benefits account.

The amendment itself results in no cost to the state as the constituent units of higher education have the necessary expertise to carry out the provisions of the amendment.
