"AN ACT CONCERNING THE STATE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2017, AND MAKING APPROPRIATIONS THEREFOR, AND OTHER PROVISIONS RELATED TO REVENUE, DEFICIENCY APPROPRIATIONS AND TAX FAIRNESS AND ECONOMIC DEVELOPMENT. "

Strike sections 93 and 170 in their entirety and renumber the remaining sections and internal references accordingly

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective July 1, 2015) (a) The State Comptroller shall achieve savings in the medical insurance plan for state employees in the amount of $ 10,000,000 for the fiscal year ending June 30, 2016, and the amount of $ 15,000,000 for the fiscal year ending June 30, 2017, by requiring prior authorization for prescriptions requiring the compounding of pharmaceuticals. Any such savings shall be credited to the resources of the General Fund.

(b) Notwithstanding any provision of the general statutes, no state agency shall employ more than one deputy commissioner during the fiscal year ending June 30, 2017. Any savings achieved from the provisions of this subsection shall be credited to the resources of the General Fund.

Sec. 502. (Effective July 1, 2015) Up to $ 2,500,000 in each of the fiscal years ending June 30, 2016, and June 30, 2017, from the savings achieved and credited to the resources of the General Fund in section 501 of this act shall be made available to fund state resident policemen for regular assignment to towns, or two or more adjoining towns, in accordance with the current provisions of subsection (a) of section 29-5 of the general statutes. "

This act shall take effect as follows and shall amend the following sections:
