AN ACT CONCERNING CASH REFUNDS FOR GIFT CARD BALANCES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require that if a person uses a gift card to make a purchase of goods or services, the person accepting the gift card as payment, if requested by the purchaser, shall provide the purchaser with a cash refund equal to the value of the remaining balance on the gift card after the purchase.

Statement of Purpose:

To allow a gift card recipient to obtain a cash refund of the gift card balance after a purchase is made with the card.
