AN ACT CONCERNING INSURANCE AND TESTING REQUIREMENTS FOR HOME IMPROVEMENT CONTRACTORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require: (1) Each person seeking registration as a home improvement contractor to provide the Department of Consumer Protection with proof of liability insurance in an amount not less than one million dollars, (2) each municipal building department to require proof of such liability insurance at the time a home improvement contractor submits a building permit application, (3) the Commissioner of Consumer Protection to increase the home improvement contractor registration fee in an amount sufficient to (A) increase the home improvement guaranty fund balance to thirty thousand dollars, and (B) to pay for the development and administration of a written home improvement contractor examination, (4) persons seeking a new or renewal registration as a home improvement contractor to pass an open-book written examination approved by the Commissioner of Consumer Protection, and (5) an exemption from the testing requirement for any tradesperson subject to licensing by the Department of Consumer Protection, any home improvement contractor who has been registered in this state for at least five years and any home improvement contractor who has gross annual receipts of thirty thousand dollars or less.

Statement of Purpose:

To protect consumers by requiring home improvement contractors to obtain liability insurance coverage and pass a written examination.
