AN ACT REVISING CERTAIN STATUTES CONCERNING THE STATE COMPTROLLER.
As stated in the fiscal note for LCO 6775, the amendment does not result in a fiscal impact. In an effort to clarify, the amendment eliminates references to federations in order to reflect allowing individual charitable organizations the opportunity to apply for participation in the State Employees' Campaign for Giving (SECG), which does not result in a fiscal impact. Currently, individual charities must contact one of the nine participating federations in order to participate.
In addition, the amendment brings the SECG under the Office of the State Comptroller (OSC) for administrative purposes. The SECG was formerly managed by a third party administrator whose contract has ended. There is no cost to OSC; any expenses of the SECG are paid for out of the SECG fund which is supported entirely by employee contributions.
