REASONS FOR BILL:

The purpose of this bill is to make technical and grammatical changes to (1) education statutes governing the State Education Resource Center, magnet school operation grants, and safe school climate plans and (2) early childhood statutes governing local school readiness councils, child care providers, the Office of Early Childhood, child abuse protection, and the early childhood information system.

RESPONSE FROM ADMINISTRATION/AGENCY:

Myra Jones-Taylor, Ph.D, Commissioner, Office of Early Childhood: The Office of Early Childhood supports the proposed bill, with a suggestion that under Section 27b-751b the statutory reporting requirement for the Nurturing Families Network be reduced from two times annually to once annually for reasons including cost-effectiveness and efficiency.

NATURE AND SOURCES OF SUPPORT:

Kathy Queen, Former Director, Wallingford Community Day Care Center: Ms. Queen testified in support of the bill but asked the committee to consider three changes to the language: (1) modification of the School Readiness statute to increase parental choice by letting parents choose any program regardless of residence, (2) lifting the maximum reimbursement rate listed in the School Readiness statute to have reimbursements match market rates and (3) modification of PA 14-39 to provide time for child care centers to increase the pool of qualified applicants and pay those applicants a higher wage.
