REASONS FOR BILL:

This bill would implement a plan for a special taxing district within the city of North Haven to be ratified by the city's voters. This bill would create a TIF district similar to those the legislature has created for the cities of Stratford, Windsor, Seymour, Southington, Stamford, and Bridgeport. This taxing district will provide funding for an old industrial area which has stood neglected, and is currently serving little economic value to the surrounding community. The funds will be used to rebuild aging infrastructure in the area (specifically the current rail system).

Anthony Rescigno, President, Greater New Haven Chamber of Commerce:

The Greater New Haven Chamber of Commerce supports this bill. The district would establish a funding method to improve infrastructure needed to support a competitive business atmosphere for a blighted part of the city. Mr. Rescigno also suggest in his written testimony that the area will benefit greatly from these improvement and the city government will gain new sources of revenue from business moving into long vacant properties.

Matthew Goodkin, Director of New Business, Anastasio Group:

The Anastasio Group supports this bill because it will provide funding for infrastructure required to attract railway dependent industry. Mr. Goodkin cites several perspective companies looking to expand into the area. He also describes the unique economic history of the location and why it would be ideal for a project such as this.
