REASONS FOR BILL:

To provide additional requirements to ensure that noisemaking devices used to prevent damage to crops are being used properly and to provide enhanced enforcement authority concerning such requirements, including the ability to fine violators.

The bill gives the Department more flexibility regarding on-site inspections; expands the application information required; requires noise making devices be operated according to manufacturer recommendations; and establishes a process for dealing with violations and subsequent appeals.

The Connecticut Farm Bureau approves expanding the Commissioner of Agriculture's authority to manage the evaluation, approval and enforcement of the use of certain noise making devices To provide additional requirements for the operation of noise-making devices used to prevent damage to crops and to provide enhanced enforcement authority concerning such requirements, including the ability to fine violators.
