To allow people in Public Housing to use common space for political events

Representative Miller supports HB-6694. There are a number of public housing authorities that do not allow political activities in common areas. According to the Connecticut Department of Housing and Urban Development the housing authorities set their own rules concerning a tenant's use of common areas. These rules must comply with constitutional limits imposed by the First Amendments freedom of expression provision.

John Rumberger, Connecticut Chapter; National Association of Housing and Redevelopment Officials, Facilities Manager of the Middletown Housing Authority

Mr. Rumberger does not want legislation that infringes on the policies already established by the housing authorities on the usage of the common areas. He said that he is concerned about the misuse and the potential insurance liabilities that may occur.
