SPONSORS OF BILL:

General Law Committee

Rep. David Baram, 15th District

Rep. Kim Rose, 118th District

REASONS FOR BILL:

To increase the accountability of home improvement contractors.

RESPONSE FROM ADMINISTRATION/AGENCY:

None expressed

NATURE AND SOURCES OF SUPPORT:

David Grecco, Carpentry & Handyman Concepts LLC

David Grecco, of Carpentry & Handyman Concepts LLC supports HB 5785 because he believes the minimum amount of liability insurance is far too low. Furthermore, the testing and state-mandated requirements do not adequately educate contractors.

John L. Grant, Licensed Building Official with the City of Bridgeport

John L. Grant supports HB 5785 because it requires contractors to adequately provide liability insurance in order to better hold contractors responsible for their work.

Lucas Papageorge Jr., LCEP General Contractors LLC

Lucas Papageorge Jr. supports HB 5785 to license general contractors and to increase consumer protection by raising the liability insurance.

Representative Kim Rose, Assistant Majority Whip 118

Representative Kim Rose supports HB 5785 because while similar fields of employment require licensing, home improvement contractors do not. Rep Rose is also in favor of a higher “guarantee fund” and minimum insurance, in order for homeowners to properly recoup damages.

NATURE AND SOURCES OF OPPOSITION:

Bill Ethier, Chief Executive Officer - Home Builders & Remodelers Association of CT., INC.

Bill Ethier supports certain aspects of the bill like the minimum liability insurance amount, but does not support additional indirect registration fees towards contractors. Possibly in favor of an open-book exam, but favorability is contingent on what the tested material is.
