AN ACT ESTABLISHING A MINIMUM AGE FOR TOWING ANY PERSON BY VESSEL AND REQUIRING THE COMPLETION OF SAFE TOWING INSTRUCTION PRIOR TO THE ISSUANCE OF A SAFE BOATING CERTIFICATE.

Explanation

This bill requires the Department of Energy and Environmental Protection (DEEP) to amend regulations for safe boating operation courses by October 1, 2015. As the agency currently has staff and expertise within the boating division for this purpose, this provision has no fiscal impact.

Additionally, the bill requires DEEP to make online instruction available on its webpage. It is anticipated that DEEP could post a link on their website at no cost. Therefore, this provision also has no fiscal impact.

Violators of the above requirements are subject to a fine of between $60 and $250 for each violation. In FY 14, there were 55 violations of various safe boating certificate provisions, of which 36 resulted in revenue of $3,650. Therefore, it is anticipated that violations of only safe towing violations may result in additional revenue of less than $1,000 annually.
