Explanation

The bill regulates the use of a “wheel locking device” and requires that 10% of the $50 fee (which is set as the maximum) charged for removing a wheel-locking device be remitted to the local police department. It is estimated that local police departments will receive less than $300 from this provision. The bill makes various other technical changes to statutes relating to towing of vehicles, which do not result in a fiscal impact.

The bill creates a new infraction relating to the wheel locking provisions and results in a potential revenue gain of less than $1,000 annually.

Senate “A” adds language regarding the fee for removal of the wheel locking device and creates the new infraction.
