"AN ACT CONCERNING THE STATE BUDGET FOR THE BIENNIUM ENDING JUNE 30, 2017, AND MAKING APPROPRIATIONS THEREFOR, AND OTHER PROVISIONS RELATED TO REVENUE, DEFICIENCY APPROPRIATIONS AND TAX FAIRNESS AND ECONOMIC DEVELOPMENT. "

Strike subparagraph (D) of subdivision (1) of section 74 in its entirety and substitute the following in lieu thereof:

"(D) (i) With respect to the sales of computer and data processing services occurring on or after July 1, 1997, and prior to July 1, 1998, at the rate of five per cent, on or after July 1, 1998, and prior to July 1, 1999, at the rate of four per cent, on or after July 1, 1999, and prior to July 1, 2000, at the rate of three per cent, on or after July 1, 2000, and prior to July 1, 2001, at the rate of two per cent, on or after July 1, 2001, at the rate of one per cent, [and] (ii) with respect to sales of Internet access services, on and after July 1, 2001, such services shall be exempt from such tax, and (iii) with respect to the sales of computer and data processing services occurring on or after October 1, 2015, such services performed by an entity for an affiliate of such entity shall be exempt from such tax, where "affiliate" means a person who directly or indirectly owns or controls, is owned or controlled by, or is under common ownership or control with, another person, and "owns", "is owned" and "ownership" mean ownership of an equity interest, or the equivalent thereof, of fifty per cent or more; "

Strike sections 138 to 163, inclusive, in their entirety and renumber the remaining sections and internal references accordingly

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (Effective July 1, 2015) (a) The Secretary of the Office of Policy and Management shall recommend reductions in overtime expenditures for the fiscal years ending June 30, 2016, and June 30, 2017, in order to reduce such expenditures in the General Fund by $ 75,000 in the fiscal year ending June 30, 2016, and $ 80,000 in the fiscal year ending June 30, 2017. Any savings achieved shall be credited to the resources of the General Fund.

(b) Notwithstanding the provisions of section 1 of this act, sums appropriated to the Department of Economic and Community Development, for Statewide Marketing, shall be reduced by $ 5,000,000 for the fiscal year ending June 30, 2016, and $ 5,000,000 for the fiscal year ending June 30, 2017.

(c) On or before July 1, 2017, the State Comptroller shall develop and implement a plan to allow temporary, part-time and seasonal state employees to enroll in the deferred compensation plan for state employees established in section 5-264a of the general statutes. Any such employee that enrolls in the plan shall not be eligible to be covered under Social Security. "

This act shall take effect as follows and shall amend the following sections:
