Explanation

The amendment lowers the Journeyperson to Apprentice ratio established in statute. This is estimated to result in a cost of approximately $54,521 ($39,895 for salary and $14,626 for fringe benefits) in FY 15 and $72,695 ($53,194 for salary and $19,501 for fringe benefits) in FY 16 and annually thereafter for the cost of a Business Services Specialist within the Department of Labor to process additional enrollees in the Apprenticeship Training program.

There are currently 4,750 registered apprentices within the Apprenticeship Training program. It is anticipated that lowering the ratio would result in an additional 300 to 500 apprentices beginning in FY 15.
