NO FISCAL IMPACT

The amendment does not result in a fiscal impact to the state, municipalities or the state health insurance exchange, Access Health CT. The amendment states participation by carriers in premium negotiations is voluntary. In addition, the amendment prohibits the exchange from using participation in such negotiations as a basis to (1) fail to certify a plan as a qualified health plan and (2) limit the number or which plans to offer through the exchange. The bill, which is unchanged by the amendment, allows rather than requires the exchange to negotiate premiums with carriers.
