Explanation

The amendment may result in a fiscal impact to the state employee and retiree health plan and municipal health plans which is indeterminate. The impact will depend on whether or not the rate paid to the largest hospital or the contracted hospital in closest proximity to the health care provider is greater than or less than the rate currently received by providers. The state and self-insured municipalities which contract either directly with a provider or through a private provider organization will realize the fiscal impact directly in reimbursement rates set after January 1, 2015. The fiscal impact to fully insured municipalities will be reflected in premiums established after January 1, 2015.
