Explanation
The amendment eliminates the costs in the bill of $1,248,962 in FY 15 and $1,228,962 in FY 16. The costs are eliminated by changing the items which the constituent units of higher education would have reported on to the General Assembly which eliminates the need for new staff. Additionally the amendment changes training requirements which eliminates the costs of training.
