REASONS FOR BILL:

This bill removes the State Liquor Regulations requirement that a member of a nationally chartered veterans' organization must sign a guest book and be sponsored if it is not the member's home club. It will standardize and clarify the issue.

John C. Leblanc, State Inspector, Connecticut Veterans of Foreign Wars:

Mr. Leblanc testified in relation to Title 30 to the state liquor regulations. One defines members as individuals who have a voice in the election of officers and in the operation of the club. Anyone not a member must sign a guest book. Current statues define the Veterans of Foreign Wars as 118 individual entities, yet the Connecticut Veterans of Foreign Wars see 118 members as one family, the Department of Connecticut. Some veterans clubs require any VFW member not belonging to that particular post to sign in and others take the view that any VFW member has membership privileges in any post. Mr. Leblanc stated that every member within the state through their VFW membership has a voice in club membership, a voice in club operations at three different levels: their direct post, at district level and at state level. With this statement in mind, every member can be deemed to qualify, at any post, as a regular member, regardless of their home post affiliation.
