REASONS FOR BILL:

After the creation of the Department of Housing, certain housing related functions within state statute remained under the authority of the Department of Economic and Community Development. This bill transfers these functions from the Department of Economic and Community Development to the Department of Housing.

RESPONSE FROM ADMINISTRATION/AGENCY:

Evonne Klein, Commissioner, Department of Housing testified in support of the bill. The transfer of power and functions from DECD to the DOH will allow the Housing commissioner to conduct studies and surveys regarding state housing conditions and projects, acquire titles to certain housing properties, deter payments under troubled loan agreements, and award grants to nonprofit housing organizations under the Incentive Housing Zone program. The current recommendations were presented in 2012 by the Interagency Council on Affordable Housing however, mistakenly omitted when compiling the final implementer bill.
