Explanation

The bill (1) increases, from $500 to $1,000, the fine for purchasing dogs or cats from breeders who have violated certain federal regulations, (2) decreases, from $500 to $250, the fine for when a pet shop licensee fails to post a customer rights statement concerning the pet lemon law, (3) decreases, from $500 to $250, the fine for not posting the reports.

Altering these fines may result in a minimal gain to the state anticipated to be less than $2,000 annually. In FY 13, there was no revenue collected from violations of pet shop licensees.

The bill makes other changes which are not anticipated to result in a fiscal impact.

Senate “A” replaces the underlying bill with the impact described above.

The annualized ongoing fiscal impact identified above would continue into the future subject to the number of violations that occur.
