Explanation

The bill transfers ownership of a 34.4 acre parcel of land in Newtown from the Department of Agriculture to the Catherine Violet Hubbard Foundation, Inc. The language specifies that land must be used as an animal sanctuary, wildlife preserve or other nature preserve purpose. The state impact of the transfer is a loss of asset value to the state of approximately $4.8 million, which is the estimated market value of the parcel. The conveyance also represents a potential revenue loss to the state to the extent that the state could have sold or leased the property at fair market value. There is a minimal General Fund cost (less than $1,000 each) to the Office of the State Treasurer and the State Properties Review Board for making the conveyance.
