"Sec. 501. (NEW) (Effective October 1, 2013) Pursuant to the Tenth Amendment of the United States Constitution, and notwithstanding any federal statutes or case law to the contrary, the state of Connecticut hereby reasserts and assumes authority over all regulation concerning the import of genetically modified infant formula or baby food. "
