"AN ACT CONCERNING THE RECOMMENDATIONS OF THE CONNECTICUT SENTENCING COMMISSION REGARDING THE SENTENCING OF A CHILD CONVICTED OF A FELONY OFFENSE. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective July 1, 2013) (a) Notwithstanding any provision of the general statutes, any person convicted of murder of two or more persons committed in the course of an act of terrorism, in violation of section 53a-300 of the general statutes, committed on or after July 1, 2013, shall be sentenced to a term of life imprisonment without the possibility of release unless a sentence of death is imposed in the manner prescribed in section 53a-46a of the general statutes, as amended by this act.

(b) The provisions of the general statutes applicable to a person who commits a capital felony prior to April 25, 2012, shall apply in like manner to a person convicted of a capital felony as provided in subsection (a) of this section.

(c) Wherever in the general statutes the term "capital felony" is used or referred to, such term shall be deemed to include a capital felony committed under the provisions of subsection (a) of this section on or after July 1, 2013. "

This act shall take effect as follows and shall amend the following sections:
