"AN ACT CONCERNING REVISIONS TO THE EDUCATION REFORM ACT OF 2012. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective October 1, 2013) Any person who is hired by a local or regional board of education, state charter school, regional educational service center or a constituent unit, as defined in section 10a-1 of the general statutes, as a school security consultant and who designs a security plan for a school, school district or public institution of higher education shall be immune from civil liability for damage or injury occurring on or after October 1, 2013, resulting from any act, error or omission by such person with respect to the design of such school security plan, school district security plan or security plan for a public institution of higher education, unless such damage or injury was caused by the reckless, wilful or wanton misconduct of such person. "

This act shall take effect as follows and shall amend the following sections:
