The House of Representatives was called to order at 11: 35 o'clock a. m. , Representative Haddad of the 54th District in the Chair.
Prayer was offered by the guest Chaplain, Brian N. Smith of Milford, Connecticut.
The following is the prayer:
Let us pray. Heavenly Father, bless our legislators as they work with the best interests of the people of this State in mind. Grant them wisdom as they pass legislation that will best serve all our residents. Amen.
The Pledge of Allegiance was led by Bailey C. LaPlaca and Renee A. Haddad of Mansfield, Connecticut.

TO THE HONORABLE GENERAL ASSEMBLY:
Pursuant to Sections 4-1 and 22a-261 of the Connecticut General Statutes, I have the honor to nominate and, with your advice and consent, appoint JOSEPH A. MACDOUGALD from Madison, to be a member of the Board of Directors of the Connecticut Resources Recovery Authority, as a person with a high level of expertise in the field of energy, to serve a term ending May 31, 2016 or until a successor is appointed and has qualified, whichever is longer, in succession to Timothy Griswold.
