The House of Representatives was called to order at 11: 29 o'clock a. m. , Representative Holder-Winfield of the 94th District in the Chair.

Prayer was offered by the guest Chaplain, Christopher A. Stratton of West Hartford, Connecticut.

The following is the prayer:

Let us pray. Lord, there is a mountain of bills yet to be handled. Give us the patience and perseverance to handle them wisely so that our constituents' needs may be met. Amen.

On motion of Representative Rovero of the 51st District, the first reading of the following bills and resolutions was waived, the list of bills and resolutions as prepared by the Clerks was accepted, and the bills and resolutions referred to the committees as indicated thereon in concurrence.


H. B. No. 5188 (COMM) VETERANS' AFFAIRS. 'AN ACT PROVIDING FREE ADMISSION TO AND PARKING AT STATE PARKS FOR ALL CONNECTICUT VETERANS', to expand the benefit of free entry to and parking at state parks, forests and recreational facilities to all Connecticut veterans.


H. B. No. 6562 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING ADULT EDUCATION AND TRANSITION TO COLLEGE', to provide a less expensive option for postsecondary developmental education by allowing students who need additional preparation for a college program to enroll in an adult education program.

H. B. No. 6563 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING THE OFFICE OF WORKFORCE COMPETITIVENESS', to move the Office of Workforce Competitiveness from the Labor Department to the Office of Policy and Management.


S. B. No. 70 (COMM) VETERANS' AFFAIRS. 'AN ACT RESTORING BENEFITS TO VETERANS DISCHARGED UNDER "DON'T ASK, DON'T TELL"', to ensure that Connecticut law pertaining to veterans' benefits is consistent with current federal law after the repeal of 10 USC 654, commonly known as "Don't Ask, Don't Tell. ".

S. B. No. 303 (COMM) VETERANS' AFFAIRS. 'AN ACT CONCERNING MOTORCYCLE ENDORSEMENTS FOR MEMBERS OF THE ARMED FORCES', to ease the requirements for obtaining a motorcycle endorsement for members of the armed forces on active duty.

S. B. No. 386 (COMM) VETERANS' AFFAIRS. 'AN ACT CONCERNING HONARY DIPLOMAS FOR VIETNAM VETERANS', to honor Vietnam Era veterans who left school early to join the armed forces.


S. B. No. 1044 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING THE CONNECTICUT HEALTH AND EDUCATIONAL FACILITIES AUTHORITY', to permit the Connecticut Health and Educational Facilities Authority to issue debt for health care projects in contiguous states for a health care institution with a parent domiciled in this state and to expand the definition of a qualified project for a participating health care institution to include construction and renovation in addition to equipment.

'AN ACT CONCERNING GRADUATION REQUIREMENTS FOR THE CONNECTICUT STATE UNIVERSITY SYSTEM AND THE REGIONAL COMMUNITY-TECHNICAL COLLEGE SYSTEM', to require a study of the different graduation requirements of the public institutions of higher education within the Connecticut State University System and the regional community-technical college system.
