Explanation

The amendment results in a significant future savings to the state and local and regional school districts by reducing the roof pitch requirement from the current inch per foot to inch per foot for new roof construction or total replacement of an existing roof. A large scale roof project may realize a cost savings in excess of $5 million. The provision is effective upon passage

The state school construction grants-in-aid that are provided to municipalities to assist in the cost of building new schools are financed through the issuance of General Obligation (GO) bonds through the Office of the State Treasurer.

The roof pitch provision takes effect upon passage. The significant cost savings will be effective for FY 15 and following fiscal years due to the timing delay between submitting project applications and actually beginning construction of the buildings.
