Explanation

The amendment may reduce the cost associated with the underlying bill. The potential reduction depends on the number of incidents where an employee visually witnesses the death or maiming of an individual or immediate aftermath thereof in the course of employment within the timeframe indicated in the amendment, which is unknown. The amendment makes the following changes which may reduce the cost in the underlying bill: 1) requires the employee to actually see the death or maiming and immediate aftermath, 2) defines maiming as the loss of any body part or organ, and 3) defines immediate aftermath as within 6 hours of the scene being secured by law enforcement. These changes may mitigate the costs associated with the underlying bill.
