AN ACT ESTABLISHING A PLAN FOR EMERGING BIOSCIENCE AND PHARMACEUTICAL BUSINESSES IN SOUTHEASTERN CONNECTICUT.
This bill requires the economic and community development commissioner to develop a plan to help bioscience and pharmaceutical businesses grow in southeastern Connecticut. At a minimum, the plan must include targeted incentives, business formation resources, mechanisms for quickly responding to changing market demand, and the integration of bioscience and pharmaceutical businesses with the region's existing assets. The commissioner must submit the plan to the governor and Commerce Committee by December 1, 2014.
EFFECTIVE DATE: October 1, 2013
Several bills concern economic development planning. sSB 3, favorably reported by the Commerce Committee, requires the economic and community development commissioner to prepare and annually update a plan identifying the state's emerging business sectors. SB 943 (File 71) eliminates many procedural and content requirements for preparing the state's strategic development plan. And sSB 619, favorably reported by the Commerce Committee, reactivates a dormant economic development advisory commission, requiring it to prepare a report addressing a range of economic development policy issues.
