"AN ACT CONCERNING EXPENDITURES AND REVENUE FOR THE BIENNIUM ENDING JUNE 30, 2015. "

In line T786, strike "1,434,000,853" and insert "1,633,000,853" in lieu thereof and strike "1,554,881,403" and insert "1,750,881,403" in lieu thereof

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) (a) The Comptroller shall implement a program for soliciting suggestions through electronic communications from state employees for the purpose of improving state government operations and decreasing state government expenses.

(b) The Comptroller shall implement an electronic mail campaign to notify state employees on a regular basis of the program implemented pursuant to subsection (a) of this section.

Sec. 502. (NEW) (Effective from passage) The amount of the unallocated lapse indicated in section 1 of this act shall be increased by ninety million dollars for the fiscal year ending June 30, 2014, and for the fiscal year ending June 30, 2015.

Sec. 503. (NEW) (Effective from passage) Except as otherwise required by statute or court order and to the extent not prohibited by a collective bargaining agreement in effect, any state employee position that is vacated on or after July 1, 2013, shall be filled at a rate of one per every two positions vacated.

Sec. 504. (Effective from passage) Notwithstanding sections 1 and 12 of this act, the Secretary of the Office of Policy and Management shall recommend reductions in expenditures for Personal Services for the executive branch, the legislative branch and the Judicial Department, for the fiscal years ending June 30, 2014, and June 30, 2015, in order to reduce such expenditures by a total amount of $ 50,500,000 during the fiscal year ending June 30, 2014, and $ 162,000,000 during the fiscal year ending June 30, 2015.

Sec. 505. Section 12-704e of the general statutes is repealed. (Effective from passage)"
