AN ACT REQUIRING PAPER TOWELS IN PUBLIC RESTROOMS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 19a-105 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2013):
(a) All persons, firms or corporations [which] that own or have control of any public pay toilets shall cause the same to be equipped with devices, approved by the Commissioner of Public Health, to keep them clean and sterile. Each such person, firm or corporation shall maintain and equip at least one free public toilet in each restroom. At least one-half of any additional toilets in each restroom shall be free.
[Every] (b) Each public toilet shall be equipped with a door which may be locked by the occupant.
(c) Each public restroom shall be equipped with a device used for dispensing paper towels and the person, firm or corporation that owns or controls the restroom shall ensure that such device is kept stocked with paper towels at all reasonable times.
(d) Any such person, firm or corporation [which] that fails to comply with the provisions of [this] subsection (a) or (b) of this section shall be fined not more than five hundred dollars.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To require the placement of paper towels and dispensers in all public restrooms for the purpose of sanitation.
