AN ACT CONCERNING THE DETERMINATION OF THE MENTAL HEALTH STATUS OF AN INDIVIDUAL APPLYING FOR A PISTOL OR REVOLVER CERTIFICATE OR PERMIT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 29-38b of the general statutes be amended to provide that, in considering any application for a new or renewed pistol or revolver certificate or permit, the Commissioner of Emergency Services and Public Protection shall make an inquiry with the Department of Mental Health and Addiction Services to determine whether the applicant has been confined in a hospital for persons with psychiatric disabilities by order of a probate court within the previous three years, rather than within the previous twelve months.

Statement of Purpose:

To strengthen the state's firearm permitting process by requiring a more comprehensive mental health background check for individuals seeking a pistol or revolver certificate or permit.
