AN ACT ESTABLISHING AN ALL-TERRAIN VEHICLE DIVISION WITHIN THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION AND REQUIRING THE STATE PURCHASE OF LANDS FOR USE BY ALL-TERRAIN VEHICLES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to increase all-terrain registration fees and provide that sixty per cent of such increase be transferred to the Department of Energy and Environmental Protection for the establishment and operation of an All-Terrain Vehicle Division within the department. To further provide that such division shall create and maintain all-terrain vehicle trails, assist in all-terrain vehicle law enforcement and fund grants and related activities including safety and education classes for persons who operate all-terrain vehicles. Furthermore, to provide that forty per cent of such increase be deposited in the General Fund to offset any projected deficit for the current fiscal year, provided if no deficit exists at the close of such fiscal year, such increase shall be transferred to the All-Terrain Vehicle Division and to provide for a five dollar land purchase fee on each all-terrain vehicle registration, the proceeds of which shall be used by the division to purchase land specifically for use by all-terrain vehicles.

Statement of Purpose:

To establish an All-Terrain Vehicle Division within the Department of Energy and Environmental Protection.
