REASONS FOR BILL:

This bill is the result of a recommendation from the Connecticut Sentencing Commission working group to define certain unclassified felonies.

RESPONSE FROM ADMINISTRATION/AGENCY:

Office of Chief Public Defender, Deborah Del Prete Sullivan: Supports this bill. Ms. Del Prete Sullivan and the Office of Chief Public Defender agree with the recommendations that came from the Sentencing Commission working group.

NATURE AND SOURCES OF SUPPORT:

Attorney Robert Farr, Connecticut Sentencing Commission: Supports this bill. The Connecticut Sentencing Commission fully supports the working group's recommendations, and feels that the bill is a good continuation of a similar bill, H.B. 5145, that was signed into law last year. Attorney Farr believes that this bill would help create understanding about the relative severity of certain felony offenses, make it easier to identify diversionary programs to less serious offenses, and to assign appropriate periods of probation. Through the classification process statutory fines were increased to maintain consistency across the different classes of felonies which make CT statutes easier to understand. He went on to list the working group's recommendations.
