REASONS FOR BILL:

The purpose of this legislation is to ensure the Department of Education maintains important testing data by requiring testing services to make such data, from their testing program, available to SDE. This data shall include but is not limited to individual scores of persons taking such examination and annual aggregate data relating to such examination.

Richard Tariff, the President of the CT Association for Adult and Continuing Education, submitted testimony in opposition to the bill. He explained that the legislation was not necessary because the GED Testing Service and State Department of Education had already agreed to a Personal Services Agreement in which the data would be shared. The Agreement would go into effect following final SDE approval.
