Explanation

The bill allows the Judicial Department Court Support Services Division (CSSD) to issue certificates of rehabilitation for offenders under its supervision. This may result in a potential cost to the Judicial Department, dependent on how many such certificates they are required to issue and the resources available in the Adult Probation office at CSSD. In the event that CSSD must process a substantial volume of certificates, this bill may result in a cost to the Judicial Department of $120,000 in FY 14 and $150,00 FY 15 to fund additional probation officers.

In addition, the bill requires the Board of Pardons and Paroles and CSSD to begin submitting annual reports to the Office of Policy and Management, effective October 1, 2014. As the agencies will be able to comply with this provision without any additional resources, there is no fiscal impact associated with this provision.

House “A” includes provisions that would allow the Board of Pardons and Paroles to revoke a provisional pardon or certificate of rehabilitation and does not result in a fiscal impact.
