The amendment also requires the Public Utilities Regulatory Authority (PURA) to include certain Class I generation projects in the Zero Emission Generation Program. PURA's administrative costs associated with reviewing the procurement plan for this program must be recovered through a reconciling component of electric rates as determined by PURA. This provision may result in increased rates to all rate payers, including the state and municipalities.
