Explanation

The strike-all amendment removes the $25, 000 cost to the Department of Energy and Environmental Protection (DEEP) in FY 14 in the underlying bill. The amendment replaces a provision that requires DEEP to conduct an education and outreach program with a requirement that mercury thermostat manufacturers instead conduct the education and outreach.
