Explanation

The amendment requires the Commissioner of Education to award scholarships totaling less than $4 million each fiscal year for the children of victims of murder with special circumstances. However, the amendment does not specify a funding source that will be used to grant scholarships.

In addition, the amendment appropriates $1 million to the Judicial Department Office of Victim Services for services to be provided to the children of victims of murder with special circumstances.
