"AN ACT CONCERNING THE RECORDING OF POLICE ACTIVITY BY THE PUBLIC. "

In line 19, after the period, insert the following:

"In any action, suit or proceeding under this section, there shall be a rebuttable presumption that the peace officer had reasonable grounds for the officer's belief asserted under this subsection, and the burden of proof shall be on the person bringing the action, suit or seeking redress to establish that the peace officer did not have reasonable grounds for such belief. "
