Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (Effective from passage) (a) The following question shall be transmitted upon receipt by the Secretary of the State to the municipal clerk of each town at least thirty days before November 6, 2012, and on November 6, 2012, a special advisory referendum shall be held in each such town on that question. The referendum shall be held in conjunction with the state election to be held in each such town. The municipal clerk or assistant clerk in each town shall warn the electors in the town to meet on the date and at the hour prescribed for the referendum and at the usual place or places of holding state elections in the town, for the purpose of their approval or disapproval of the question: "Do you support the repeal of the death penalty in Connecticut?"

(b) The special advisory referendum shall be organized and conducted in the same manner as a state election and the vote shall be declared, certified, directed, deposited, returned and transmitted in the same manner as a state election. The hours for such referendum shall be from six o'clock a. m. to eight o'clock p. m.

(c) The municipal clerk of each town shall, within ten days after November 6, 2012, return to the Secretary of the State a statement of the vote on the special advisory referendum question. The vote shall be of no legal effect and no recanvass shall be required, except as may be required in the course of an investigation of election law violations. The provisions of chapter 152 of the general statutes relating to referenda shall apply to the special advisory referendum. "

This act shall take effect as follows and shall amend the following sections:
