After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective July 1, 2012) The Commissioner of Education shall award scholarships, in an amount not to exceed four million dollars in the aggregate for each fiscal year, to each student accepted for admission at an institution of higher education, as defined in section 10a-55 of the general statutes, who is a resident of this state and is the child of the victim of a capital felony or the class A felony of murder with special circumstances. For the purposes of this section: (1) "Capital felony" means a capital felony committed prior to the effective date of this section under the provisions of section 53a-54b of the general statutes in effect prior to the effective date of this section for which a sentence of death is imposed in accordance with section 53a-46a of the general statutes, as amended by this act; and (2) "class A felony of murder with special circumstances" means the class A felony of murder with special circumstances committed on or after the effective date of this section under the provisions of section 53a-54b of the general statutes, as amended by this act, in effect on or after the effective date of this section, for which a term of life imprisonment without the possibility of release is imposed.

Sec. 502. Section 54-216 of the 2012 supplement to the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2012):

(a) The Office of Victim Services or, on review, a victim compensation commissioner may order that services be provided for the restitution of any person eligible for such services in accordance with the provisions of sections 54-201 to 54-233, inclusive. Such services may include but shall not be limited to medical, psychiatric, psychological and social services and social rehabilitation services. The Office of Victim Services or, on review, a victim compensation commissioner shall order that psychiatric, psychological and social services and social rehabilitation services be provided to any child of the victim of a capital felony or the class A felony of murder with special circumstances upon the request of such child. For the purposes of this subsection: (1) "Capital felony" means a capital felony committed prior to the effective date of this section under the provisions of section 53a-54b of the general statutes in effect prior to the effective date of this section for which a sentence of death is imposed in accordance with section 53a-46a of the general statutes, as amended by this act; and (2) "class A felony of murder with special circumstances" means the class A felony of murder with special circumstances committed on or after the effective date of this section under the provisions of section 53a-54b of the general statutes, as amended by this act, in effect on or after the effective date of this section, for which a term of life imprisonment without the possibility of release is imposed.

(b) The Office of Victim Services or, on review, a victim compensation commissioner may order that such restitution services be provided to victims of child abuse and members of their families, victims of sexual assault and members of their families, victims of domestic violence and members of their families, and members of the family of any victim of homicide. For the purposes of this subsection, "members of their families" or "member of the family" does not include the person responsible for such child abuse, sexual assault, domestic violence or homicide.

(c) The Office of Victim Services may contract with any public or private agency for any services ordered under this section.

Sec. 503. (Effective July 1, 2012) The sum of one million dollars is appropriated to the Office of Victim Services, from the General Fund, for the fiscal year ending June 30, 2013, for the purpose of providing services to the children of victims of capital felony or the class A felony of murder with special circumstances pursuant to subsection (a) of section 54-216 of the general statutes, as amended by this act. "

This act shall take effect as follows and shall amend the following sections:
