AN ACT ESTABLISHING A TASK FORCE TO STUDY THE RIGHTS AND RESPONSIBILITIES OF LANDLORDS AND TENANTS REGARDING BED BUG INFESTATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) There is established a task force to study the ways in which bed bug infestations are controlled in multifamily housing and to recommend legislation that will assist landlords and tenants to better control and prevent such infestations. The task force shall consider, without limitation, how to apportion liability between landlords and tenants for the cost of treating a bed bug infestation.

(b) The task force shall consist of the following members:

(1) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to housing, or their designees, who may be members of the General Assembly;

(2) Two appointed by the speaker of the House of Representatives who shall represent advocates for residential tenants, one of whom shall represent advocates for low-income tenants;

(3) Two appointed by the president pro tempore of the Senate who shall represent residential landlords;

(4) One appointed by the minority leader of the House of Representatives who shall be an individual who is certified by the Commissioner of Energy and Environmental Protection to perform applications of pesticides;

(5) One appointed by the minority leader of the Senate who shall represent advocates for elderly persons or persons with disabilities;

(6) The Commissioner of Public Health, or the commissioner's designee; and

(7) The Chief State's Attorney, or his or her designee.

(c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

(d) The chairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to housing shall serve as chairpersons of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

(e) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to housing shall serve as administrative staff of the task force.

(f) Not later than December 1, 2013, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to housing, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or December 1, 2013, whichever is later.

This act shall take effect as follows and shall amend the following sections:
