Sen. Roraback excused himself due to conflict of interest.

Sen. Kelly/Rep. Davis indicated that there had been a lot of concern from parties across the state and had serious concerns with the lack of local input, they both indicated that there needed to be a very serious look at the regulations in conjunction with the legislative intent as well as the statute.

Sen. Kelly had questions about the increased use of services and their cost to the budget. Paul Petroni from the agency indicated that they do not know what the increase in usage might be, but indicated that the costs could be lower than if an individual using a currently more expensive provider. Sen. Kelly was also interested in which regions of the state might be effected. Mr Petroni said that the regions which would be more effected were rural and in the northeastern & northwestern regions of the state.
